Methodology regarding medium term strategic planning for central level public administration
Phase 1: Strategic Plan - Management Component
The methodology was generated by the Public Policy Unit at the General Secretariat of the Government (GSG) as part of a twinning project with the Cabinet Office of the Republic of Latvia – "Strengthening the institutional capacity of Romanian Government to manage the public policies and the decision making process". The methodology was realized according to the "Strategy to improve the elaboration, coordination and planning system of public policies at the level of central public administration". The strategy has been approved by Government Decision 870/2006 and in relation with GSG prerogative to provide methodological support to all ministries to plan their public policies.
Phase 2: Financial Planning Component
By the end of 2006, General Secretariat of the Government (GSG) began to implement the process of strategic planning, institutional strategic plan for the period 2007 - 2009 being made compulsory to each ministry. The first step was to design a methodology and on its basis each ministry developed the management component of strategic plan. The second step further was accomplished with the methodology for financial planning of public policies. This has been the foundation of each financial planning component of the institutional strategic plan. This methodology was the product of cooperation between GSG Public Policy Directorate and the Ministry of Economy and Finance, with assistance from SIGMA programme.
