In 2004 the European Commission launched the Environmental Technologies Action Plan - ETAP as an instrument to incentivize the large scale application of technical solutions for environment protection.
In this context, the environmental technologies refer to those technologies, products, services, utilities, organisational and management systems whose usage reduces the negative impact on environment in comparison with alternative technologies.

In 2004, the EU Member States have been invited to draw up national roadmaps to achieve ETAP objectives. These include the description of the present situation (policies, programmes, relevant economic instruments) and the main actions to improve the uptake and use of environmental technologies.
